[Tech] [statecom] Let the voter's speak!

Ok, well keep me/tech folks informed.  We can set it up that folks
need moderator approval to be on, though that is not our standard
operating procedure.  I'll check with Dan on that.  The list sends out
notices to the admins when someone joins or removes herself.

If Ken may not always be the initial contact person, then it would be
good to have an alias, say ballotquestions at green-rainbow.org, so that
folks know there is one place to email.
