[Tech] Dup detecting advice sought

In the process of running my supporter db dup detecting program, i
have noticed that there are cases where have a person with multiple
records with different addresses, but where we have no idea whether
the addresses are good or not.

Currently I have a ranking system where addresses are ranked highest
to lowest as:

1)  Address has move date from the third-party lookup

2)  Address is from the contributor DB and so might have been mailed
to and had its address corrected

3)  Address is a voter record and so may not be too bad.  Go with the
record with the higher modification number.

4)  Last: Address is a supporter record

I think this ranking is a good one.  However, how do I choose which to
use if two or more records are from the contributor DB?  Should I
choose both?

I can certainly check to see if the phone number is updated, though
that isn't the most accurate and certainly may not always exist.
