[Tech] announcements list

The unknown are from the transition from mailman 1.x to 2.x -- 1.x  
didn't have as fancy tracking of how a user was set to nomail. So  
that was like 1.5 years ago or was it 2.5 years ago? Yikes...  
probably 2.5 years ago.
