[Tech] Strategic Plan Working Group & Tech Stuff

Hi,

First, thanks to Jamie for setting me up with the initial SPWG webpage!

I think http://green-rainbow.org/Committees/Strategic_Planning
is ready to go public, and I wonder how this should happen. Should I get
the ComCom to do this? Should I write a blurb for the front page of the website
and get ComCom approval?

The SPWG is now mostly populated (with 12 members). May I go ahead and
start a mailing list using Dan's documentation?
