Hire A Full-Time Development Director

Immediately add as a Tier I item, the position of a full time development director to be hired for a September 1st start (at the latest)

The current fundraising system that was put in place last May 2002(commisioned part time contractors) has produced almost no income (exact numbers should be available from the treasurer).
Comparing these figures to the early 2002 months when there was a paid contractor with a base salary and it becomes clear that that was a system that worked and we should return to that approach by beginning the hiring process for a September 1st start date.
The exact terms for this new position should be worked out by a state committee sub-committe, and given to the administrative committee so that the hiring process can begin by August 1st.
Additional things to consider during this kind of discussion are:
1) We will potentially have a Green Party Presidential candidate in 2004, and we need to be ready for this ahead of time. Since we were able to raise over $30,000 during just four months of the 2000 campaign (for the Federal Election Fund) alone it shows that we can tap into some serious resources when we move forward on things like this.
2) We have NO political power right now in the state which is why issues like Clean Elections (or the war in Iraq) are immune to our political organizing. We need to get serious and go beyond telling ourselves how proud we are of our of ourselves and move towards actually having grassroots political power
3) If we don't move forward on this now, we will probabaly end up doing it in a rush a year from now at which point it will be too late to run a campaign where we can go beyond the 6.7% we got in 2000
4) It's time to get serious about our organizing by having enough financial reources to be able to pay office staff, field organizers, and to provide finanicial support for our green locals

Per reports presented to state committee by Gil Obler and Dan Melnechuk, the current fundraising plan as submitted to state commmittee is reasonable and do-able, and focuses on increasing the number of sustainers and small contributers, which provides for a dependable funding platform, and allows for the regular budgeting of expenses (the tiered system). Previously, party financing was provided by infrequent large donors. This revenue pattern is unpredictable and leads to irregular expenses. Oooh! Look at all this money we have, let's spend it on... And then we wind up in the red on regular expenses. Also, Jonathan's proposal would be much more attractive if it included some sort of cost-benefit analysis rather than general disparaging comments about current revenue levels. So, to that end, it would be good if the financial reports were more readily available. I have them in my statecom binder at home, hardcopy format only. They're no good for leisure reading. I have to admit I pretty much forgot about them after they were presented. :)
