Looking over the JJ draft, I find that we missed a few things.

1. The section on electing reps when there are multiple seats is not as effective as I would like. I suggest using IRV for single seats and something like cumulative voting for multiple seats. This later form would allow everyone to have as many votes as there are seats open. Voters would be able to allocate their vote among one or several candidates. Candidates would be elected by plurality, but a small block of voters could all vote for a single candidate ensuring that they have some representation. We would still have extra votes for the diversity criterias.
2. The section on conventions should be generalized to handle conventions at the local, county, congressional/state senate/state rep district levels. It should still talk about state and county conventions, but as part of the wider rules on conventions.
3. I mistakenly removed the requirement that locals be composed of three or more members. This should be added back in.
