Subject : New Committee Structure-Supercommittees

Summary :
Justification: Most of the Committees are dormant or operating with minimal energy
Text :
Option A (Bill Cunningham): 4 SuperCommittees will replace the current Working Committees.
1. Adcom
a. Membership: The elected officers and 3 members elected by the State Comm. A majority of the members of Adcom must be “diversity members”. (Note: There was disagreement over the size of Adcom.)
b. Responsibilities: The current responsibilities except that it will not be involved in platform development.
2. Membership Support SuperComm. (This will include the tasks of the current Membership, Communications and Tech Committees.)
3. Outreach SuperComm. (This will include the current tasks of the Platform, CDLC and External Relations. Additionally, it will be the place where we may decide to take on “movement”/issues work (Examples: Abolish Poverty, Anti-War, etc.)
4. Finance, Legal, Office and Records
Option B (Ron Francis)--Supercommittees should be
1) Administrative and Financial
Adcom
External Media (including critical spokesperson responsibilities of co-chairs and press releaes that must be approved by the co-chairs)
Finance
Fundraising
2) Communications and Information
Newsletter
Tech Committee (Website stuff)
Platform
3. Organizing
CDLC
Membership (including managing database of members - it's crazy that our membership directors have not had immediate fingertip access to all members)
External Relations
Abolish Poverty
Local Organizing (including Local Organizing Initiative and other efforts)
Other Organizing
4. Structure and Decision-making
Convention Planning and Facilitation
Rules and Parliamentarian (including making bylaws clear)
Statecom Planning and Facilitation

Bill sez - My proposal is actually for three "supercommittees." These are made up of existing "working committees." The AdCom is not a "working committee" and shouldn't be included as a "supercommittee."

I cosponsor option A with the following understanding:
AdCom is not reorganized
The three "Supercommittees" (SCs) include all working committees .
(1) The support SC includes all support functions for locals, not individual members. Every active member of GRP would be a member of a local. Therefore every part of the State would have to be covered by a local.
(2) The line SC includes all the direct interaction of the State party with the public, State government, and the GPUS.
(3) The office SC maintains the GRP infrastructure—files, finance, PO Box, telephone, website.
