Proposals for the Winter 2003 State Committee Meeting
Proposals for the State Committee meeting can be submitted, revised, and commented on here.
The State Committee meeting is on January 11th, 2003. State Committee rules say that
the last day to submit anything here is December 29th, 2002. However, a rules waiver will
be proposed to allow submissions until the end of day (midnight) on Wednesday January
8th, 2003.
Any two members of the State and Administrative Committees or any Green Local
may submit a proposal for the State Committee to consider.
If you have proposals that are ready to post, do not hesitate as it gives people more of a
chance to read it and comment on it ahead of time and possibly improve it.
Hire an Accountant

Access to Donor Database

The Cost of War for Massachusetts and the Green Alternatives to War

This is a proposal for placing a discussion on the statecom agenda of 1/11 regarding the unique contribution that Greens can make in the campaign to prevent war in Iraq. This campaign outline has been developed by Rudy Perkins and other Greens in Worcester Cty. I/we are not requesting MGP permission or approval for this nascent local initiative but to spread the idea and the approach amongst Green locals via the state committee delegates. We hope that this may end up being (along with IRV) one of possibly two coordinated state wide issue campaigns of the MGP during the next 6-18 months. We ask that some agenda time be devoted to its discussion - perhaps over the lunch hour on Saturday.

It is proposed that the State Committee include a discussion of Instant Runoff Voting (IRV) as an agenda item at the upcoming meeting in Amherst on January 11, 2003. Rich Zitola of Clinton Greens plans to attend, and will be available as a resource to answer questions or participate in discussion if the Committee so requests. Rich has prepared supporting materials and a tentative action plan.

If the State Com. Executive Committee is to assume the responsibilities of the Adcom as well as provide leadership for the Statecom, it behooves the state committee to meet more frequently. We will not be able to effectively run and coordinate statewide issue and electoral campaigns meeting only 3 times (not including the annual MGP convention) annually
The meeting and conty convention schedule below will assure leadership continuity going into annual state wide conventions and also allow new membership and leadership of the State Committee to be determined each year well in advance of the fall election season.

A Proposal to Structurally Rationalize State Committee Leadership of MGP

These proposed changes to the MGP By-laws seek to eliminate the dual, fractured leadership structure of the MGP and replace it with a single entity which joins the authority and accountability of the state committee with the specialized focus, skills and responsibilities of the previous Adcom positions. It folds the Adcom functions into an Executive Committee that is elected by the state committee and which assumes full responsibility for the day to day affairs of the MGP as well as the weightier policy making and leadership role of the party. It dissolves the Adcom and ensures that the administrative functions of the MGP are incorporated within and subsumed under the operations and authority of the MGP’s governing body – the State Committee.
Section by section changes and additions to the MGP By-laws to effect the proposed changes will be provided prior to the state committee meeting of 1/11/03

Creating Listserve Usage Guidlines

This proposal would convene a temporary working committee to establish guidelines for use of Statecom email lists. Our posts are currently a matter of public record and I believe the content, language, and tone of many posts reflects very poorly on our Party. We should decide what our guidelines are for posting and what if any moderation is necessary.
